XDPCMB under the umbrella of the
Ministry of Water Resources acts as Employer of the Xiaolangdi
Multipurpose Dam Project, responsible for building, managing
and operating the Project, including functions in flood control,
ice prevention, sediment reduction, water supply, and power
generation. Also, it takes the responsibility for developing
Xixiayuan Dam Project.
XDPCMB was established in September 1991 and subsequently
operated together with the Yellow River Water and Hydropower
Development Corporation (YRWHDC) under the Yellow River Conservancy
Commission when restructured and affiliated to the Ministry
of Water Resources in March 1992. YRWHDC is an independent
legal person with a registered capital of 1 billion RMB. The
main scope of business covers: water resources development
and operation, power generation and selling, water supply
(limited to non-municipal water supply), consulting and technical
services for construction management, hydrological observation
and testing, equipment rent and maintenance, real estate management,
planting, farming, industrial means of production (except
for state monopoly). Also, it provides technical services
for water and hydropower projects, including consulting services.
The headoffice is in Zhengzhou, with offices provided in
Beijing and Luoyang, but main activities still take place
at the Xiaolangdi Site. Residential sites are provided in
Zhengzhou and Luoyang respectively.
XDPCMB comprises 11 functional departments, 5 affiliates
(Xiaolangdi Engineering Consulting Co., Ltd., Xiaolangdi Water
and Hydropower Engineering Co., Ltd, Xiaolangdi Industrial
Company, Xiaolangdi Hydropower Plant, and Xiaolangdi Resettlement
Office), 2 project management offices for Xixiayuan Dam Project
and Zhengzhou Control Center respectively, and 3 logistic
units (Retiree Management Office, Comprehensive Service Center,
and Beijing Liaison Office), with a total staff of 608.
